I have been unwilling to use javascript or other methods to style the footer as a testament that people can still use the latest methods without sacrificing usability or requiring every browser to provide the same experience. If you don't want to or cannot due to other circumstances than you should at the very least be provided with the same functionality. That is why all of the CSS3 enhancements are purely cosmetic.
